Also if you want to stop people from changing the background using the "Set as Background" feature in IE, then find the file named "Internet Explorer Wallpaper.bmp", right-click on it and select properties. In the properties set the file to Read Only. Whenever anyone tries to change the background all they should get is a message saying "Access Denied".
